I am trying to install and get this error. How do I fix this?

(base) user@server:~/swga_workspace/virtualenv-12.0$ python virtualenv.py ~/swga_workspace

OSError: Command /home/user/swga_workspace/bin/python -c "import sys, pip; sys...d"] + sys.argv[1:]))" setuptools pip failed with error code 1
