eCAL on Apple M1

Problem Description

Atm we have problems building and running eCAL on Apple M1 hardware.

Build Problems:

• eCAL Cannot be build with protobuf, see GH Actions: Switched MacOS to C++17 and latest protobuf again #1155
• Maybe also see Improve GetProcessName() on macOS (and other OS) #993

Runtime Problems:

• Limit eCAL UDP Package size to MTU size? #1180
• When switching to SHM monitoring the default SHM filename exceeds 31chars. Shorten default shm_monitoring_domain to avoid path length problems o… #1166

How to reproduce

Try to build / run eCAL master (or 5.12.0-rc.1) on MacOs M1 hardware.

There's also the issue with the segmentation fault when building the python wheel
