  1. Re-enable toLowerCase/toUpperCase acceleration 

    Modify API call so that caseConversionHelper recieves
underlying arrays and length of string.

  2. Remove unnecessary String constructors for toUpper/toLower 

    Remove unused String constructors accepting one integer
and returning an empty String with an appropriate capacity.

Closes: eclipse-openj9#777
