根据wiki上的说法

目前权威规定与实际使用中仍有争议，“Shanxi”和“Shaanxi”两种拼法均有广泛使用，尚无官方明确规定

不过陕西省官网是http://www.shaanxi.gov.cn/

这种域名的情况，估计是shanxi.gov.cn 被山西省给先注册了

并且陕西的很多街牌上地址写的都是shaanxi
