Add possibility to choose upstream and downstream USB isolator buffer speed (IC17) to address issue reported in #53. Default position of zero-ohm jumpers can be to HIGH (Vdd). Put a note on the PCB silkscreen that both jumpers must be in same position (HIGH or LOW).

New jumpers JP9 and JP10 were added. Default position is HIGH speed.
