Should be a content type (they're not currently) with a web service interface. The behaviour of VCs will probably evolve as we figure out how they'll work in practice.

In progress in ff87c7a. To work, this will require adding the content type node for virtualCollection to the DB.

Virtual collections are pretty legacy and will likely not evolve much more.
