It now shows all people in the person set (if any), regardless of whether they're working on anything, and then all the other people.

I.e.:

PersonInSet1 - working on X item
PersonInSet2 - working on X items
PersonInSet3 - not working on anything assigned
PersonInSet4 - working on X items
OtherPerson1 - working on X items
OtherPerson2 - working on X items
OtherPerson3 - working on X items
