Сейчас это происходит только при onResume.
Думаю, что имеет смысл сделать через меню.

Запустить в фоне раз в 5-10 минут

А лучше через групповой пуш

В фоне это расход аккумулятора.
А групповой пуш это когда-нибудь потом :) Часто проблемы с ним у гугла.
