Summary

Related PRs: #6239, #6248, #6254, #6255

This PR:

  • Updates shouldRenderCustomStyles to support a renderCallback function, which EuiToolTip requires because the styles/classes/css that it passes are not rendered until the tooltip is visible / the trigger button is interacted with.
  • Adds regression tests for all tooltip components and components with child tooltipProps
  • [RTL helpers] Update timeout to support tooltips with long delays, and update type definitions to include tooltip helpers
