It looks related to a previous promotion failure issue (#78553) that was triggered by an ES side change (elastic/elasticsearch#63213). This failed 7 times in the last week.

Trying out the flaky test runner on this one.

I ran this in the flaky test runner (only the discover suite) and it passed 42 times - we should consider unskipping if new failures don't appear in the next week or so - WDYT @mistic?
