Summary

As detailed in the design diagram in #153751 (comment), this is an implementation issue is for breaking out the Rule Management components into Storybook stories so we can better organize, test, and document these components.

Components include, but not limited to:

Effort includes component storybook refactor, covering stories for common components states, and potentially some composite component/pages as example depending on remaining effort/time.
