Base map layers should have human readable names

@nyurik agreed, EMS-multilingual support would be a very valuable addition.

imho, it's a little out of scope for this particular issue, and that it would be a separate effort and require a significant change how we publish data right now.

There's also a parallel internationalization effort for Kibana going on right now #17201. imho we should wait until that is completed, and that see if we can fold EMS into this.

This feature request has been implemented in the new Maps application. The Maps application will be available as a beta preview in the upcoming stack releases 6.7.0 and 7.0.0.

The maps app addresses it for the UX, where users can enter a human readable name for a layer.

But we should still do this on the EMS-side as well. cc @nickpeihl @nyurik
