[Fleet] Policy update flyout for Agents is portable

Describe the feature:
The Policy update flyout for Agents in Fleet would be useful in other views such as the Endpoint list. This would allow Security users to more manage their Endpoints more quickly from the Security admin view. In addition, the component will be more open to other solutions to use.

Describe a specific use case for the feature:
As a Security admin, I see that some of my Endpoints are using an older policy, so I want to quickly update it to a newer one from the Security Administration screen.

My team has been talking more about making our Endpoint list more full featured, and we think this would be a good component to start with in terms of portability. For timeline, I'd like to discuss in time for 7.last .
