[Logs & Metrics UI] Ensure the plugin is represented in the dev docs

Summary

The new dev docs system auto-generates API documentation from the code. In order for it to show up, the infra plugin must be added to the navigation configuration.

Not sure if this is worth investing in given it is 2 years old?

Would be good to understand the impact if we do/don't do this.

This still applies. It becomes more relevant the more components and embeddables we expose, in my opinion.

I like this approach @weltenwort - sounds like once we do this work, we'll be ensuring our plugins will be documented as standard?

@smith / @neptunian - I don't feel like this work has a high priority in its own right but if we were prioritise low - do you think it might get picked up as a snack or at the same time as touching the docs for something else?
