Summary
Previously, reserved privileges were not meant to co-exist with normal feature privileges. While most of the components of the Kibana Privilege model happened to work with both defined, the UI was not setup to accommodate this. If a feature contained both types, then it wasn't possible to configure a role to use the "normal" privileges.
This PR updates the UI to effectively "hide" the reserved privileges when both are defined. The thought here is that features that define both are migrating away from reserved privileges, and onto the normal privileges.
