Design reservations protocol for obtaining reservations for a transaction execution

Design considerations:

Break protocol design in multiple phases, so that we can achieve the requirements for demos fast
Acquire single or multiple reservations
Execution flows where reservation are available locally or not
On-demand resource transference for obtaining single and groups of reservations
extend the algorithm with fault tolerance
