Make a Dockerfile for FOCA image that we could inherit from for the cwl-WES, drs-filer, proTES, proWES images etc

Idea would be to compare the Dockerfiles in cwl-WES, proTES etc., pick the latest, and take all the common stuff. Specific stuff would then still have to be added in each repo
