https://github.com/stoplightio/spectral looks like a possible replacement for speccy/oas-kit (which appears to be morribund and is blocking #2 via Mermade/oas-kit#179).

It also has this

Use JSON path to apply rules to specific parts of your objects

Which sounds like it probably would permit much more flexible rules (e.g. require examples, descriptions, etc).
