Add Classes to Network.AllPrjnScales

and just print the sending layer not the full prjn name. and fixed width for values. Also include the final computed GScale value!!!

idea: add a param history map to each obj (layer, prjn) that tracks each param set in order! add as an optional params interface and implementation with it. need to have a reset call at the start.. print this here.

also, add a similar printout like AllPrjnScales: AllInhibs -- report the Inhib.Nominal, Layer, Pool
