Upgrade Envoy to 1.15.3 #3278

Describe the bug
Envoy 1.15.1 (current version used by Ambassador) is affected by CVE-2020-35470 (https://nvd.nist.gov/vuln/detail/CVE-2020-35470). Issue was fixed in Envoy and was backported to 1.15.3.

Versions (please complete the following information):

Ambassador: 1.12.1 and prior

Ambassador (as of 1.13.4) is based on Envoy 1.15.5, so it should include these fixes (and more).
