Update to DPDK 1.8 #34

This is unfortunately not as easy as the update from 1.6 to 1.7 as several data structures like rte_pkt_mbuf must be adapted.

Important new features:

larger ol_flags field for packets (CRC disable flag without overlaps, yay)
userdata field in mbuf: can be used for delays
