Menu item tooltips on Windows and Linux are missing #12

Tooltips for menu items do not seem to work on Windows. Are they supposed to? The only tooltip that works is the main one on the sys tray icon. The tooltips work fine on macOS.

EDIT: My 2 Linux users also report no tooltips using KDE on Arch and Gnome on Ubuntu.
