I can't find the file named configure. it should be there according to the INSTALL instructions.

found out myself, you have to run ./autogen.sh to generate it

I needed these libs on fedora 32: sudo dnf install gcc-c++ autoconf shtool automake xerces-c-devel libcurl-devel SDL2_gfx-devel SDL2_image-devel SDL2_mixer-devel SDL2_ttf-devel SDL2-devel SDL2_net-devel
