In validation task starting from 2nd page of document annotations can't be transferred

Preconditions
Document with 2 and more pages is uploaded

Steps to reproduce

1. create extensive coverage job with 2 and more pages file
2. Annotate documents and finish annotation tasks
3. Open the validation task
4. Try to transfer to validation task the annotations from 2nd, 3rd pages

Actual result
annotations starting from 2nd page don't transfer to validation task, pages are not active

Expected result
In the validation task all pages of document are active, and admin is able to transfer the annotations from all pages.
