Always show G for Class 1 and PG for Class 2? #2

How to show exposure / risk?

Class 1 by default is G
Class 2 by default is PG, but can be R or X.
Class 3 and 4 should always have either PG, R, or X appended.

I personally feel keeping G off of C1 and PG off of C2 (only adding in R or X if warranted) makes sense.

So:

3 PG
3 X
4 PG
4 R
