[via MyProxyClient] Import of MyProxyClient fails due to complete retirement of SafeConfigParser in Python 3.12 #96

Hey folks, esgf-pyclient is currently not functional 100% with Python=3.12 because MyProxyClient fails to import correctly, see philipkershaw/MyProxyClient#9 - I alerted Phil of the complete retirement of SafeConfigParser (it was renamed to ConfigParser many moons ago, but now even six don't switch it anymore since it's totally gone from Python 3.12), so heads up here. Also, I'd reckon IMHO that you should probably spit the full import traceback in the there so users can get an idea why the module could not be imported, but up to you 🍺
