Automate manual testing for chequebook initialization

#1797 introduced a complex logic to evaluate how to deploy / load a chequebook based on parameters and the provided backend.

In that same PR, a series of tests are described to verify it works which currently need to be done manually.

This task is about automating those tests in some way. Can be with go suite or maybe easier with integration tests on kubernetes.
