[key-generation] - rearchitect how key generation is working #293

Instead of using ethereum-genesis-generator to generate the keys, use a lighter container with possibly run_sh to generate the validator keys.

This can then be parallized for the parallel generation.

This would also be the time to create the validator ranges as an artifact so that tools wouldn't depend on each other. Related issue #140.
