  1. Fixes EUCA-3012. 

    - Makes the following Node Controller timeout settings configurable from eucalyptus.conf:
  - NC_STAGING_CLEANUP_THRESHOLD
  - NC_BOOTING_CLEANUP_THRESHOLD
  - NC_BUNDLING_CLEANUP_THRESHOLD
  - NC_CREATEIMAGE_CLEANUP_THRESHOLD
  - NC_TEARDOWN_STATE_DURATION
  If these settings are not provided the previous defaults are applied.
- Increases the timeouts for NC_BUNDLING_CLEANUP_THRESHOLD and NC_CREATEIMAGE_CLEANUP_THRESHOLD from 1h to 2h.
