Describe the problem:
When you use a layout that is not QWERTY, keyboard shortcuts don't work. ctrl+shift+option+command+t for "show tabby" registers as an F. It being the only app that doesn't recognize your keyboard layout means it conflicts quickly with other apps.

To Reproduce:
Go to keyboard settings, set input language to Colemak or Dvorak, try to set keyboard shortcuts up.

You can modify the description to not qwerty, because its related for many other keyboard layout.
