Can't move around the panes

HI there I can´t move the up or down pane through hot Keys Ctrl-Alt-Up or Ctrl-Alt-Down.
Just I can move among panels right or left. Ctrl-ALt-(Left or Right)

I've configured some times again these hotkeys but it not works.

Plugins: none
Frontend: xterm
