Allow moving map when filter menu is open

When the popup menu for selecting a filter (top right corner) is opened, touching the map closes the menu, but moving the map only works on the second touch (after the menu has been closed). This is inconsistent with the behavior of the layers menu, where closing the menu and moving the map can be done in one go.

Not sure if it is easily possible to fix this, so rather low priority at the moment.
