RoVer is unresponsive.

RoVer won't react to any of the commands. I gave it all the available permissions and its own rank, and made sure the channel lets everyone to chat.

@kevincatssing it's sometimes common for RoVer to be unresponsive for 1-2 hours and it's an issue @evaera is surely looking into.

Until then, please make sure RoVer has administrative powers and try again in one hour.
