Scrolling with mouse wheel can overshoot #2

If you scroll a scrollable window with the mouse wheel, you can scroll "too far", resulting in not being able to scroll to all parts of the child window.

Was silly bug. Did not have Critical in thread.

Other criticals did not seem to matter like this one does
(_GetClientSize)
Need to optimize _GetClientSize
