Add any necessary tasks to the Ant build process to generate/update documentation of PHP code.

I should probably switch to using Phing instead of Ant at the same time as that will eliminate the JDK and jdbc dependencies for the project. I have ant and JDBC installed anyway but everyone else might not. It looks like phing will use 95% of my existing build.xml, so...
