Implement global table status at the Listener.BG level instead of client side #2

When you open a portal an initial status will always be FREE. You have to wait for a while to make sure that status is not changed. That is because status calculation is done on the client side. Reimplement it to be on BG service side. Think about the way of retrieving it.
