Engineer repair progresses upgrades #51

When a commander being repaired starts an upgrade the engineers assist it while not using extra resources. It seems to not progress as much when stalling but goes full speed when not stalling.

Has this existed since 3603 or is it a new bug since the latest patches?

I'm fairly sure it was fixed and has broken somehow. 3609 mentions an upgrade exploit fix and 3621 mentions two regarding upgrades and assist

This issue just has an unlucky ID... I better fix this tomorrow so this stops happening.
