Notify the user if the twilio bot shut down due to 72hrs inactivity.
After 72hrs the bot is silently shut down and notifications aren't sent.

Add a desktop notification as a reminder to turn in back on.
Add a desktop notification (maybe also a log.txt) to notify any error while sending the message.
