Allow a different character from "," to be used to delimit fields in a CSV file.

In the Windows control panel, you can specify a "List Separator" as part of the regional settings.

This value should be used so that Excel exports use the correct character on non-US systems.

e.g. Germany use ";" as the default field separator.
