Controls Popup

Add a new controls popup to the main nav (emanating from the current coordinates display) to replace the current controls panel and the controls popup in the lower right of the farm designer. Motivation: Allow users to access the manual controls from anywhere in the app without switching panels (particularly useful on mobile). Also, combines what is currently two UIs into one, and provides an overall cleaner/refreshed UI that matches the style of the other main nav popups.
