Pulling this out of the PR comments to make sure it doesn't get lost: Please keep the ability for the caller to "smooth over" both non-200 fragment responses and SendErrors. Being able always deliver a (somewhat) successful response, even if some esi fragments should be missing/erroneous, is an important use case for us.
