[Epic] Clean up state

There are some long over due fields in state that can be removed. Identify those methods and fields and removed them in a future release can make our protocol cleaner by:

• reduce the points of interaction and risks to these deprecated methods
• reduce overall state size
• Pushes any stragglers still relying on deprecated code onto the "correct" methods
