The readme links to the wrong Packagist, it should be

composer require blomstra/gdpr

But that also fails with:

Your requirements could not be resolved to an installable set of packages.

  Problem 1
    - Root composer.json requires blomstra/gdpr *, found blomstra/gdpr[dev-master] but it does not match your minimum-stability.

On my Flarum 1.6.2 installation.

Is this simply not done yet?

Sorry I missed this.

Install with composer require blomstra/gdpr:dev-master. And yes, there might still be bugs.
