Description

Cross-report with kubernetes-sigs/image-builder#859.

Impact

Unable to build new CAPI images.

Closing as this turn out to be incompatibility between my local machine and I believe hashicorp/packer-plugin-ansible#100, there is nothing to do on Flatcar side to fix it.
