@flinz I added one more test and updated the documentation for parrot_neuron. Once you accept this PR into your branch, I believe the PR nest#82 onto nest_public/master should be updated automatically.

Fix77 missing set spiketime: Merged comprehensive changes made by @heplesser to also fix the set_spiketime problem for several other neuron models, including a regression test. 
The only point that I have doubts about here is concerning pp_pop_psc_delta. I think it should not be an archiving node in the first place, because STDP synapses make little sense. I will make a change to this end in a later commit.
