Add tags to newly created log groups

Is your feature request related to a problem? Please describe.
The old cloudwatch plugin supported adding tags to newly crated log groups with the "new_log_group_tags" parameter. I need to add tags to my log groups for correct cost allocation.

Describe the solution you'd like
I'd like the the new_log_group_tags feature be added to the cloudwatch_logs output plugin.

Describe alternatives you've considered
The only alternative I'm aware of is manually tagging the log groups. It may be possible to pre-create the log groups with the correct tags, but I'd prefer for them to be created dynamically.
