This PR simply re-establishes breakpoints in DevTools on hot-restart.
Follow-up is required to pause isolates on hot restart, and only resume once the breakpoints are set
pause_isolates_on_startdoes not pause isolates on hot-restart dart-lang/sdk#54900 to be fixed
