[web] make sure tests and benchmarks use correct backend - add autodetect false

Description

This PR re-merges PR: https://github.com/flutter/flutter/pull/72628/files, it also disables FLUTTER_WEB_AUTO_DETECT flag for html backend tests. This flag enables switch to canvaskit when it is desktop.
