Is it time to add a test suite that tests all the features dcadec supports?

Added a test suite that covers most of the supported features. Some features that are only present in non-free samples are not tested (like XLL peak bit rate smoothing or XXCH embedded into core sub-stream). Also the test suite probably doesn't work on Windows.

Works on an MSYS2 environment with MinGW, so it should also work under MSYS and Cygwin.

Yes, seems to work fine. Could you add test/decoded/ to .gitignore?
