Make new release in time for GAP 4.10

@frankluebeck it will be useful to make a new release in time for GAP 4.10, to get access to changes made since November 2017 (my particular interest is using it to check GAP bibliography updates).

Also maybe some more things should be mentioned in the CHANGES file? E.g. the bug fixes in 5dadd8b and c78e602 and also the improvement from 698d158 resp PR #28

I have now mentioned the third of these changes, but not the other two rather technical ones.
(People interested in such technical details can visit the repository instead of reading the CHANGES file.)

I will make a release when current discussions are resolved.

@frankluebeck OK. You can see from the issue "Packages: monitoring readiness for GAP 4.10" that it might be a good time to have a GAPDoc release this or at least the next week: gap-system/gap#2804 - would that be possible?
